#Safety Nets Systems for the Poorest Project(SNSP):
The Department for Disaster Management (DDM), under the Ministry of Disaster Management and Relief (MODMR), implements five of the key safety net programs in the country – Employment Generation Program for the Poorest (EGPP), Food for Works (FFW), Test Relief (TR), Gratuitous Relief (GR) and Vulnerable Group Feeding (VGF). Of these, EGPP, FFW and TR are workfare programs and account for approximately 70% of the total safety net allocation to MODMR. The project will finance small-scale community level basic infrastructure (subprojects) under the above 3 safety net programs to create rural employment during lack period, rainy seasons and lean periods.
The SNSP will support a systematic approach to implementation of DDM’s five programs while financing short-term employment. Projects and programs financed with IDA resources need to comply with the World Bank Operational Policies and all project components eligible for funding under SNSP will be required to satisfy the World Bank’s safeguard policies, in addition to conformity with environmental legislation of the Government of Bangladesh. The EMF provides general policies, guidelines, and procedures to be integrated into the implementation of all sub-projects implemented by DDM under the FFW, TR and EGPP programs. In preparing this document, relevant environment safeguard practices were reviewed, including compliance with the EMF that had been prepared under EGPP. The review included field visits; various levels of consultations; qualitative and quantitative assessment towards understanding implementation processes of environmental safeguard compliance, and assessment of capacity to comply with safeguard policies.
Three components are proposed for this programmatic operation & these are: Component 1: Main Program component (MPC) that aims to support a systematic approach to implementation of EGPP, FFW, TR, GR and VGF while financing short- term employment; Component 2: Operational Support Component (OSC-1) for DDM for project implementation and capacity strengthening, and Component 3: Operational Support Component (OSC-2) for the Bangladesh Bureau of Statistics (BBS) to develop the Bangladesh Poverty Database (BPD). In terms of coverage, these three programs are implemented nationwide targeting the poorest upazilas (sub-districts) of Bangladesh. Currently, EGPP allocations at the upazila level is based on the 2005 poverty maps whereby 60% of the program allocations are distributed to upazilas with poverty rates of 35% or higher; 35% of the allocations are made to upazilas with poverty rates between 34 and 21%, and 5% of the allocations are made to upazilas with poverty rates below 20%. The exact locations of sub-projects are identified by the UP-PIC in consultation with community and ward members during program implementation.

৫। প্রকল্পের উদ্দেশ্যঃ
প্রকল্পের মূল উদ্দেশ্য হচ্ছে সমাজের দারিদ্রতম পরিবারসমূহের সুফল আনয়নের লক্ষ্যে প্রধান প্রধান সামাজিক নিরাপত্তা কর্মসূচি বাস্তবায়নে স্বচ্ছতা বৃদ্ধি এবং সক্ষমতা উন্নয়ন। প্রকল্পের সুনির্দিষ্ট লক্ষ্যসমূহ হলোঃ
(ক) অধিকতর দরিদ্র বান্ধব কর্মসূচি প্রণয়ন এবং সম্পদ বিতরণে দরিদ্রতম পরিবার নির্বাচন ব্যবস্থার উন্নয়ন;
(খ) কর্মসূচিসমূহের সুষ্ঠু বাস্তবায়নের লক্ষ্যে ব্যবস্থাপনা, কর্মসূচির তথ্য পদ্ধতি এবং পরিবীক্ষণ জোরদারকরণ;
(গ) সুশাসন এবং জবাবদিহিতা নিশ্চিতকরণ;
৬। প্রকল্পের সংক্ষিপ্ত পটভূমিঃ
৭.১ বিগত এক দশকে বাংলাদেশ দারিদ্র দূরীকরণে উল্লেখযোগ্য অগ্রগতি সাধন করেছে। দারিদ্রের হার ২০০০ সালের ৪৮.৯% থেকে কমে ২০০৫ সালে ৪০% হয়েছে এবং ২০১০ সালে তা ৩১.৫% হয়েছে। দারিদ্র হ্রাসকরণের পাশাপাশি বাংলাদেশ মানব উন্নয়ন সূচকে (যথা উন্নত পুষ্টি, শিক্ষার, হার বৃদ্ধি ইত্যাদি) দিন দিন উন্নতি সাধন করছে। এসকল উন্নয়ন সত্ত্বেও দেশের ২.৬ কোটি লোক চরম দারিদ্র সীমায় বসবাস করছে। দারিদ্র দূরীকরণের জন্য সরকার বেশ কিছু সামাজিক নিরপত্তা কর্মসূচি বাস্তবায়ন করছে। এসকল কর্মসূচিসমূহ দারিদ্র হ্রাসকরণের পাশাপাশি শিক্ষা, স্বাস্থ্য, পুষ্টি, কর্মসংস্থান সৃষ্টি এবং দুর্যোগে সাড়াদানে সক্ষমতা বৃদ্ধিতে ভূমিকা রাখছে। সামাজিক নিরাপত্তা কর্মসূচিতে সুফলভোগী হিসেবে বৃদ্ধ, মহিলা, শিশু এবং প্রতিবন্ধীদের অগ্রাধিকার প্রদান করা হচ্ছে।
৭.২ সাম্প্রতিক বছরগুলোতে সামাজিক নিরাপত্তা কর্মসূচিতে উত্তরোত্তর বাজেট বরাদ্দ বৃদ্ধি, দ্রারিদ্র এবং বিপদাপন্নতা (Vulnerability)দূরীকরণে সরকারের ঐকান্তিক ইচ্ছার বহিঃপ্রকাশ। সামাজিক নিরাপত্তা কর্মসূচিতে ১৯৯৬-২০০৮ সাল পর্যন্ত মোট সরকারী ব্যয়ের প্রায় ১২% ব্যয় করা হয়েছে যা ২০০৯-২০১২ সালে ১৪% এ উন্নীত হয়েছে।
৭.৩ সামাজিক নিরাপত্তা কর্মসূচিসমূহের মধ্যে ৫টি বৃহৎ কর্মসূচি দুর্যোগ ব্যবস্থাপনা ও ত্রাণ মন্ত্রণালয়ের মাধ্যমে বাস্তবায়িত হয় যা এ খাতে মোট বরাদ্দের এক তৃতীয়াংশ। এ ৫টি কর্মসূচি হচ্ছে অতি দরিদ্রদের জন্য কর্মসংস্থান কর্মসূচি (EGPP), FFW, TR, GRএবং VGF।এসকল কর্মসূচি দরিদ্রবান্ধব হওয়া সত্ত্বেও সম্পদের সুষ্ঠু বন্টন এবং সুফলভোগী নির্বাচনে আরো উন্নতির সুযোগ রয়েছে। ব্যাংকের মাধ্যমে মজুরী পরিশোধিত হওয়ায় অন্যান্য কর্মসূচির তুলনায় EGPPকর্মসূচির সফলতা বেশি। EGPPকর্মসূচির সুফলভোগীদের মধ্যে দেশের দ্ররিদ্রতম ২০% মানুষের অংশগ্রহণ আনুপাতিক হারে বেশি। বিশ্ব ব্যাংক কর্তৃক সম্পাদিত ২০১০ সালের household surveyহতে দেখা যায় যে, ইজিজিপি কর্মসূচির ২২% সুফলভোগী দারিদ্র সীমার উপরে বাস করে। ২০১০ সালের Household Income and Expenditure Surveyঅনুযায়ী VGF এবং GR-এর ৪০% এবং ৪৩% সুফলভোগী top three quintiles হতে আসে।
৭.৪ এসকল সামাজিক নিরাপত্তা কর্মসূচি বাস্তবায়নে সঠিক সুফলভোগী নির্বাচন, অপচয় রোধ, সু-শাসন এবং চ্যালেঞ্জ মোকাবেলায় বিশ্বব্যাংক Safety Net Systems for the Poorest (SNSP) শীর্ষক প্রোগ্রামের আওতায় মোট ৫০০.০০ মিলিয়ন ডলার আর্থিক সহায়তা প্রদান করবে মর্মে চুক্তি স্বাক্ষরিত হয়। SNSP প্রোগ্রামের তিনটি কম্পোনেন্ট রয়েছে। এগুলো হলোঃ (ক) Support to MoDMR Social Safety Net Programs (USD 430 Milion),(খ)“Strengthening of the Ministry of Disaster Management and Relief (MoDMR) Program Administration (SMoDMRPA)” (USD 30 Million) এবং (গ) Developing the Bangladesh Poverty Database (BPD) (USD 40 Million)। বিশ্বব্যাংকের আর্থিক সহায়তায় এ মন্ত্রণালয়ের সামাজিক নিরাপত্তা কর্মসূচি কার্যকর ও সুষ্ঠুভাবে বাস্তবায়নের জন্য কারিগরী সহায়তা এ প্রকল্পটি গ্রহণ করা হয়েছে।

৫। প্রকল্পের উদ্দেশ্যঃ
প্রকল্পের সার্বিক উদ্দেশ্য হচ্ছে জরুরী দুর্যোগ মোকাবেলায় সরকারের পরিকল্পনা প্রণয়ন, সাড়া প্রদান এবং পুনর্বাসন কার্যক্রমে কার্যকর সক্ষমতা উন্নয়ন। প্রকল্পের সুনির্দিষ্ট উদ্দেশ্য হচ্ছেঃ
(ক) দুর্যোগ ব্যবস্থাপনায় সক্ষমতা উন্নয়নের লক্ষ্যে জাতীয় দুর্যোগ ব্যবস্থাপনা গবেষণা ও প্রশিক্ষণ ইনস্টিটিউট (এনডিএমআরটিআই) প্রতিষ্ঠা করা;
(খ) জরুরী সাড়া এবং যোগাযোগ কেন্দ্র [Emergency Response and Communication Center (ERCC)]স্থাপন এবং বিদ্যমান দুর্যোগ ব্যবস্থাপনা তথ্য কেন্দ্রের [Disaster Management Information Center (DMIC)] সক্ষমতা বৃদ্ধি করে জাতীয় দুর্যোগ ঝুকিঁ ব্যবস্থাপনা ও জরুরী সাড়াদান ব্যবস্থা প্রতিষ্ঠা করা; এবং
